WSCA Board Meeting minutes
Friday, Sept. 11, 2009, Fort Lauderdale, Florida, USA.

Board Members Present: Michael Ursu (President), Alan Thompson, Mark Schubert, George Block, John Leonard, Larry Laursen.
Others Present at the table: Chris Hindmarch-Watson (Canada)

1.   Presidents Report – Need to have an active WSCA that can act as a counterweight to FINA. Federations around the world not acting to help coaches enough. Need to re-look at Bylaws and the Constitution to open the Board more to other nations. Need for WSCA Education to expand, without imposing on ASCTA and ASCA and BSCTA working areas. Emphasis: Active in working to “keep FINA on task.”

2.   A report was offered by Alan Thompson on the past quad FINA Coaches Commission. Some good things accomplished, but largely not up to the standard we all hope for yet. Perhaps with new personnel (but same chair) improvement will occur. Alan offered a serious review of the swimsuit controversy and poor work at FINA.

3.   From Niels Bouws – APPROVED, Life Memberships for Past Presidents.

4.   From George Block – APPROVED. Henceforth all WSCA memberships will be FREE to all nations.
WSCA funding needs (which are limited) to come directly from WSCA major projects such as swim meets in the international arena.

5.   Discussion on the future of FINA, at the request of John Leonard. APPROVED the ASCA motion to have WSCA and ASCA work to add technical expertise in the form of Coaches and Elite Athletes, to the FINA Bureau, in order to provide technical expertise on all sport disciplines, directly to the Bureau level of FINA.
WSCA has now adopted this as formal policy.

6.   World Records. Discussion held on what should be the proper disposition of World Records regarding the technical suits usage which will end on Jan. 1, 2010.
A resolution was reached, which will be presented to the FINA Technical Committee and brought to the FINA Coaches Commission this fall. (copy to be supplied by Craig Lord and Phil Whitten separately.)  Approved.

7.   Election New WSCA President for 2009-2010-2011-2012....Congratulations to George Block.
